What is the Florida HIE Knowledge Management System?

Florida International University (FIU) has been awarded a contract from the Agency for Health Care Administration (Agency) for an independent evaluation of the implementation of the Florida Statewide Health Information Exchange (Florida HIE). As part of this evaluation, FIU has provided an assessment tool for the State to monitor the implementation and adoption of the Florida HIE by healthcare providers. This assessment tool is referred to as the Florida Health Information Exchange Knowledge Management System (KMS).

What is the KMS for?

This Knowledge Management System (KMS) contains dashboards with key performance indicators and reports that the Agency can utilize for benchmarking. The metrics included as evaluation measures will focus particularly on the program priority areas of:

1) Laboratories participating in delivering electronic structured lab results

2) Pharmacies participating in electronic prescribing (e-Prescribing)

3) Providers exchanging patient summary of care records


The KMS includes both qualitative and quantitative data in order to:

  • Help identify opportunities for improvement throughout the implementation process
  • Allow the Agency to continuously modify the strategic and operational plan in order to address opportunities for improvement
 
  These data will:
  • ​Help identify opportunities for improvement throughout the implementation process

  • Provide and share lessons learned as feedback to the Office of the National Coordinator for Health Information Technology (ONC)
 
The KMS is aligned with the specific aims and research questions of the evaluation of Florida’s statewide HIE implementation, which are outlined in the following table.
