In February of 2012, the ONC released its second Program Information Notice (ONC-HIE-PIN-002) which addressed further requirements and recommendations for the State Health Information Exchange Cooperative Agreement Program. In this PIN, all grantees, including the State of Florida, were asked to set goals and track progress for each of the three key core HIE program requirements – care summary exchange, lab exchange and e-prescribing - as well as public health reporting. The specified measure were:
1. % pharmacies participating in e-prescribing (ONC provides this data)
2. % of labs sending electronic lab results to providers in a structured format (Agency assesses using ONC provided instrument)
3. % of labs sending electronic lab results to providers using LOINC (Agency assesses using ONC provided sample instrument)
4. % of hospitals sending electronic care summaries with (a) unaffiliated hospitals and (b) unaffiliated providers (data provided annually by ONC)
5. % of ambulatory providers electronically sharing care summaries with other providers (data provided annually by ONC)
6. Public Health agencies receiving ELR data produced by EHRs or other electronic sources in HL7 2.5.1 format with LOINC and SNOMED (Agency assesses)
7. Immunization registries receiving electronic immunization data produced by EHRs in HL7 2.3.1 or 2.5.1 formats using CVX codes (Agency assesses)
8. Public Health agencies receiving electronic syndromic surveillance data from hospitals produced by EHRs in HL7 2.3.1 or 2.5.1 formats using CDC reference guide (Agency assesses)
9. Public Health agencies receiving electronic syndromic surveillance ambulatory data produced by EHRs in HL7 2.3.1 or 2.5.1 formats (Agency assesses)
